[center]Chương trình học bổng của Chính phủ Nhật Bản (học bổng MEXT) năm 2012[/center]

Hiện tại, Tổng Lãnh sự quán Nhật Bản tại TPHCM đã đăng thông tin về học bổng này trên web: http://www.hcmcgj.vn.emb-japan.go.jp/vn/index_vn.htm (Học bổng chính phủ Nhật Bản năm 2012) (Trên trang web có đăng đề thi của các năm trước để ứng viên tham khảo).
Ứng viên trúng tuyển chương trình học bổng này sẽ được chính phủ Nhật Bản cấp vé máy bay một lượt đi và về, sinh hoạt phí, học phí cho năm học dự bị (dành cho ứng viên sau đại học) và học phí trong thời gian học tại Nhật Bản.

NIDA’s Background

NIDA is a dynamic, unique, service‐oriented graduate institution which seeks to meet many of Thailand’s and the region’s critical needs in development administration. Recognizing the increasing interdependence of nations across the globe and responding to the priorities of Thailand’s Plan for Higher Education, NIDA seeks to meet the new challenges of international cooperation, understanding, and service.
Through teaching, training, research, and consulting, NIDA provides its students with the necessary knowledge, analytical ability, and other skills to be applied at the community, national, and international levels. NIDA’s several schools, centers, and supporting services are constantly evolving as they adopt the latest technology and methodology. NIDA is recognized as a leading quality institution.
Faculty members’ task performance greatly contributes to NIDA’s education excellence. Eighty‐five percent of the faculty members hold doctoral degrees or equivalent. NIDA’s present and former faculty members play important roles and serve many vital positions in helping regulate national policies and direct national development and administration.
NIDA is well‐known as a unique higher education institute in Thailand which provides men and women at the graduate level with a variety of skills necessary for public policy planning, decision making, and management in the public and private sectors. Generally, NIDA’s graduates are currently serving in key positions in both the public and private sectors in Thailand.
NIDA’s faculty members and curriculums, as well as programs and services are enriched through various exchange programs and national and international relationships. These are key paths to achieving the goals of an international institution of higher education.

Postdoctoral Fellowships Program’s Rationales
For over forty years, National Institute of Development Administration (NIDA) has played a crucial role in producing quality manpower to enter the labor market, conducting research and providing academic services to society and community which have been beneficial to the country’s development. The academic excellence is an important mechanism to drive NIDA towards the educational institution at the international level. It also helps NIDA better respond to the developmental needs and strengthens society, community and the country.

In NIDA’s 15 year long‐term development plan (2008‐2023), the 6th Strategic Plan “Academic excellence in curriculum, research and academic services which is outstanding and serves the society’s needs” leads to Strategy 6.7 “Post‐Doctoral Fellowship” to produce researchers who participate more in developing academic work which is beneficial to the country. The Post‐Doctoral Fellowship has been designed to allow Ph.D. students to conduct research and produce quality work to be published in the international arena, with NIDA’s faculty members serving as advisors to the research project.
Thus, NIDA has allocated Post‐Doctoral Fellowship to be used as source of funding for Post‐Doctoral researchers during the research period. The Post‐Doctoral Fellowship project will begin in year 2011.

Objectives
NIDA’s allocation of Post‐Doctoral Fellowship has the following main objectives:
3.1 To increase the number of researchers in the field of development administration.
3.2 To create research networking in the field of development administration both at the domestic and international levels.
3.3 To produce quality work to respond to the developmental needs and strengthen society and community.
3.4 Produce quality research to be published in international academic journals.

Number of Fellowships
Approximately ten fellowships for every year.

Timeframe for the Fellowships
The timeframe for the fellowship starts from the date the project starts (must not be later than March 31, 2011) and the project must be completed within twelve months. In case the researcher needs more than twelve months, the approval of the Board of the Research Promotion and Development Fund must be sought on a case by case basis.

Qualifications of the Post‐Doctoral Researchers

6.1 Ph.D. Thai or foreign researchers who had completed their doctoral education no more than 10 years by date of the application.
6.2 The eligible applicants must not be more than forty‐five years of age on the date of the application.
6.3 The eligible applicants can conduct research at NIDA as NIDA’s Post‐Doctoral Fellowship researchers full time during the whole project and must not be on any other scholarship at the same time. In case the person has a permanent job, the leave of absence during the whole project from the affiliated agency must be approved before signing the contract to accept the fellowship.
6.4 Applicants from aboard must comply with the National Research Council of Thailand’ s Regulations on the Permission for Foreign Researchers to conduct Research in Thailand B.E. 2550 (2007).

Timetable and Procedures to Apply for the Post‐Doctoral Fellowship

Those who are interested may submit an application form with the following documents:
7.1 Curriculum vitae of the applicant with experience in research such as research work, article published in international journal or presentation of academic article in international academic conference (if applicable)
7.2 Copy of education materials such as degree, transcript with certifying
signature
7.3 Project proposal with topic related to the field of development administration (i.e., public administration, economics, social development, environmental management, human resource development, language and communication, statistics, decision technology, actuarial science and risk management, population and development, information system management and computer science).
The proposal must include the research topic, objectives of the study, conceptual framework, methodology, and operating plan together with the detailed budget for the project, the expected outcome and the name of the international journal expected to publish at least two articles derived from the research.
7.4 The applicant must specify the project advisor1 who would provide consultant during the whole project. In case the specification cannot be done before sending the application form, the applicant may request the Board to recommend the name of the advisor and the applicant will contact the advisor. The advisor must agree to be the project advisor before the allocation of the fellowship. The qualifications of the project advisor are as follows:
1) Must be NIDA’s regular faculty members with Ph.D. and with academic position of at least assistant professor whose work have been regularly published in international journals
2) Must have knowledge and expertise to conduct research with a record as a research project leader or as a sole researcher with no less than two research projects
3) Have never been dissertation advisor to the applicant and
4) Have sufficient time commitment to give advice to the researcher during the whole project.

Conditions of Fellowship
The Post‐Doctoral Fellowship researcher works full time and will receive not more than 500,000 (five hundred thousand only) baht per Fellowship. In case the project require additional amount, the approval of the Board of Research Promotion and Development Fund must be sought on a case by case basis. The allocated Fellowship includes the following expenses:
8.1 The cost of living of the researcher for 20,000 baht a month, with the limit of twelve months period
8.2 Compensation for the project advisor for 60,000 baht per project
8.3 Expenses to manage the research project can be reimbursed according to the actual expenses incurred as figured in the budget of the research project. When added with expense categories of 8.1 and 8.2, the expenses must not exceed 500,000 baht per Fellowship
8.4 For foreign researchers, NIDA will provide round‐trip plane ticket (economy class), which can be reimbursed according to the actual expenses incurred but must not exceed 30,000 baht per person.

Evaluation
The Post‐Doctoral Fellowship researcher must submit the following work:
9.1 Final research report after finishing the research.
9.2 At least two articles submission to be published in international journals with impact factor or internationally recognized. The name of the Post‐Doctoral Fellowship researcher must appear as the first name on the article with no less than 75 percent of participation and must specify the title as “Post‐doctoral Researcher, National Institute of Development Administration (NIDA)” in the article. The Post‐Doctoral Fellowship researcher must present the proof of acceptance of the article to be published in international journal(s).
9.3 The Post‐Doctoral Fellowship researcher must report the progress to the Board of Research Promotion and Development Fund and the other research fellows every three months.
9.4 The Post‐Doctoral Fellowship researcher will receive the Certificate of Post‐Doctoral Researcher, NIDA after the two articles have been accepted for publication in the international journals.

[center]THÔNG BÁO CHƯƠNG TRÌNH HỌC BỔNG UNITED BOARD[/center]

The United Board Fellows Program is a leadership development program for mid-level faculty from Asian universities and colleges. Its goal is to build strong institutions with many levels of competent leadership and a pool of talent to lead Asian higher education in the future, and to build and strengthen networks among scholars and higher education institutions in Asia.
The Fellows Program provides opportunities to:
• Learn about styles of leadership, organizational structure, and educational management
• Meet host university faculty and administrators
• Learn alternative pedagogical styles to enrich their own teaching methods
• Learn the latest trends in their fields by auditing classes and meeting academics in the same field
• Teach an occasional class and present guest lectures, and
• Develop new perspectives and form new networks.

Program Structure
Over the course of two years, Fellows spend four months at each of their host universities – one in Asia and one in the U.S. or Australia. Each Fellow’s host institution assigns a coordinator who will arrange logistical and practical support for the Fellow, including visa, housing, medical insurance, and office space. The coordinator may be a staff member of the International Programs Office or a staff member from the hosting academic department.
The Fellowship covers housing, living stipend, medical insurance, academic allowance, and honoraria for the host institution mentor and coordinator. Placements are arranged by United Board staff in consultation with the Fellow.

Leadership Seminars
The United Board Fellows Program includes two summer leadership seminars held in Asia following each placement. The seminars provide the opportunity for Fellows to meet each other, share their Fellowship experiences and to learn about the context of higher education in various countries.
The Fellows provide the seminar content through their presentations on various aspects of leadership and participation in small group and plenary sessions.

Mentoring
Each Fellow, while in residence at the host institution, meets weekly with a mentor. The mentor is a faculty member or administrator in the Fellow’s academic discipline and/or the administrative post for which the Fellow is being groomed. The mentor serves as a collaborator and advisor for the Fellow, and:
• Arranges and suggests activities, including opportunities to interview or shadow faculty and administrators
• Invites the Fellow to attend regular faculty and administrative meetings
• Suggests readings, and
• Provides feedback on the Fellow’s progress.

131 Fellows from 48 universities and colleges in ten countries and regions of Asia have participated in the program since 2002. Fellows, through the acquiring of vital new skills, ideas, and perspectives during the program, return home to undertake new initiatives, take charge of new programs, and are often promoted and assigned new responsibilities. Fellows enthusiastically take advantage of their new networks with other Fellows and with their host institutions, instituting exchange programs and contributing to their campuses’ international programs. Four external evaluations have documented the program’s impact on the Fellows and on their home institutions.

Nominations
The United Board invites heads of institutions in Asia to nominate up to two mid-level facultymembers who have distinguished themselves in ways that demonstrate leadership potential. Priority is given to Christian institutions that have plans for the leadership development of faculty members.
Nominations should be part of the institutional planning process and must come from the head of the institution.
